The MCA has published a Marine Guidance Notice (MGN 705 (M) Amendment 1 establishing a General Exemption for remotely operated unmanned vessels (ROUVs) 2.5 m to less than 4.5 m in length overall, allowing eligible vessels in this size range to operate without MCA certification provided they meet specific conditions (such as being under human supervision and speed limits) and submit a self-declaration; the exemption is in force from 31 December 2024 and sets out identification, safety, navigation and operational requirements, while non-compliance may lead to enforcement or restrictions by the MCA.
