This Memorandum of Understanding, which came into force on 5 August 2025, formally establishes the respective roles and responsibilities of Defra and the Health and Safety Executive (HSE) in the development, hosting, funding, and operation of the “Comply with UK REACH” IT system and associated case‑management tools. It clarifies how Defra provides the policy direction, oversight, and funding, while HSE delivers the technical implementation and day‑to‑day management of the service used by businesses and stakeholders to submit and manage UK REACH chemical registrations and notifications.
