These Regulations amend the Building Safety Levy (England) Regulations 2025 and related building regulations to clarify and correct how the Building Safety Levy operates in England. They refine the rules for identifying previously developed land, including the treatment of underground buildings and unlawful development, clarify the treatment of purpose-built student accommodation, and make changes to levy-related information requirements, notices and administrative procedures. The amendments apply from 1 October 2026, with transitional provisions for building control applications made before that date.
