The Environment Agency (EA) had proposed new charges to ensure it recovers the full cost of assessing and monitoring Demand Reduction (DR) plans, including two new fees for assessing DR plans during permit applications and an hourly rate for checking ongoing compliance, while confirming that these charges will not apply to standard rules permits where operators already meet DR requirements.
This consultation closed on 6 January 2026.
