The Procurement Act 2023 (Specified International Agreements and Saving Provision) (Amendment) Regulations 2025 (SI 2025/1337) amend the Procurement Act 2023 to update Schedule 9 (which lists “specified international agreements” whose suppliers get reciprocal treatment) by adding the Strategic Partnership and Cooperation Agreement with Kazakhstan and the Partnership and Cooperation Agreement with Iraq, so that suppliers from those countries are treated as “treaty state suppliers” under UK procurement law; the Regulations also adjust related transitional and saving provisions so the UK’s procurement obligations under these agreements apply appropriately to contracts under both the new and retained legacy procurement regimes, and they come into force on 30 December 2025 across the UK.
