The MCA has published MGN 701 (M) to clarify the application of the Industrial Personnel (IP) Code and the Special Purpose Ships (SPS) Code under the 2025 Merchant Shipping Regulations, specifying safety requirements, certification, training, and safe manning for vessels carrying industrial or special personnel, while also setting out compliance expectations, grandfathering arrangements for existing vessels, and the process for exemptions.
