Memorandum of Understanding between Ofgem and NSTA on Effective Collaboration in Regulating Carbon Dioxide Transport and Storage Projects

The NSTA and Ofgem have signed a memorandum of understanding (MoU) to collaborate on regulating offshore carbon capture and storage (CCS) transport and storage projects.

The agreement sets out each body’s responsibilities—Ofgem handling economic licensing of transport and storage companies and enforcement under energy and competition laws, while NSTA manages offshore storage licensing, permitting, financial security, and enforcement under the Energy Act 2008. The partnership is designed to support government goals for CCS deployment by ensuring coordinated oversight, effective licensing, financial assurance, and enforcement across overlapping regulatory regimes.

This replaces the previous MoU signed in April 2022.
