The Pollution Prevention and Control (Fees) (Miscellaneous Amendments and Other Provisions) Regulations 2015 were introduced to ensure that the costs of environmental regulatory services which are now provided by the Department for Business, Energy & Industrial Strategy (BEIS) [Now the Department for Energy Security and Net Zero (DESNZ)] to oil and gas operators were fully recovered from that industry. The objective was to relieve the burden on the taxpayer; ensuring that those companies directly benefiting from the services paid for them and improving resource allocation within BEIS.
This review demonstrates that the legislation has achieved the policy aim of reducing the burden on the taxpayer by bringing in income of £1.29 million through fees per annum on average which has allowed taxpayers’ money to fund other priority programmes/projects.
