Email from DECC to the industry regarding the new PWA CtL process (link)
This email from DECC explains the changes to the Consent to Locate (CtL) process that will be implemented from 1st May 2013.
The new process means that environmental bodies will only be consulted via the PON15C process while navigational bodies will only be consulted via the CtL process, thereby significantly reducing the number of bodies consulted via the PWA/Depcon process. All bodies currently consulted will continue to be able to comment on the proposals, but EMT will collate the comments and pass them on to the Consents and Authorisations Team to inform the PWA/DepCon determination process.
Once the new process is implemented on 1st May it will be necessary for operators to separately apply to EMT for a CtL for pipelines and related subsea infrastructure, in addition to applying for approval under the existing PWA/DepCon process.
